The banks and the mobile network operators in Saudi Arabia have not collaborated on a major mobile payments system. While Saudi Arabia has a very high mobile phone penetration rate, the penetration of payment cards is less than half the average of the 34 countries

Working in partnership with mobile network operators could be a way for Saudi banks to extend their reach, while simultaneously enriching the offerings that mobile payments could provide by allowing deeper integration with banking products.


Consumer Sentiment

The most positive element in Saudi Arabia's readiness score is the consumer population. Consumers are familiar with using phones to send money to people and are frequently doing this already. They are also using phones to pay for merchandise in stores and

to make payments on the Web at levels above that of many other countries. The issue is not how to get Saudi consumers to use mobile payments, but rather to uncover ways to make the system more responsive.
